In recent years, Fujian has deepened reforms in key areas to promote high-quality development, embracing the world with an open attitude. Let's explore how the province offers its successful experiences as the "Fujian Solution" to the world.
Turning lucid waters and lush mountains into invaluable assets
Forests are vital strategic resources, serving as the largest carbon sinks on land. Fujian has pioneered the collective forest tenure reform, introducing both the forest ticket and carbon ticket systems.
The forest ticket system involves joint investment by state forestry units and village collectives in afforestation or the management of existing forests, with both parties receiving forest tickets according to their investment shares. Forest farmers benefit from both cash and value-added returns. In 2019, Sanming, a city in Fujian, introduced the first forest ticket in China.
Forestry carbon tickets are based on the carbon sequestration function of forests and serve as certificates of forest carbon emission reduction income rights. In 2021, Sanming issued the first forestry carbon ticket in China.
This practice explores the realization mechanism of ecological product value, effectively "selling air" to generate real income and making the vision of "getting rich without cutting down trees" a reality.
By 2023, Fujian's total forestry output value had reached 765.1 billion yuan ($105.5 billion), with a forest coverage rate of 65.12 percent, the highest in the country for the 44th year in a row.
Fujian's science and technology commissioner system aids global poverty alleviation
In 1999, Nanping, another city in Fujian, introduced the science and technology commissioner system, which quickly spread across China. These commissioners work to help people prosper, providing entrepreneurial and technical services across all townships in Fujian.
Professor Lin Zhanxi of Fujian Agriculture and Forestry University, known as "the father of Juncao", is a veteran science and technology commissioner. His Juncao technology has been promoted in over 100 countries, helping millions of farmers escape poverty.
From Oct 20 to 23, the Workshop on TTF Model for Poverty Alleviation Activity of the China-UNDP Cooperation Project was held in Nanping. Thirty-six government officials from 10 developing countries participated, sharing Fujian's experiences and insights as a reference for economic and social progress in developing countries and providing an excellent Chinese solution for building a community with a shared future for mankind.
