Wang Jing, a national political adviser who is also the CEO of New Land Technology Group, submitted a proposal to the CPPCC National Committee about strengthening talent training for digital China at the second session of the 14th National Committee of the Chinese People's Political Consultative Conference.

Addressing the pressing issues of insufficient talent supply, the need to improve talent quality, imbalanced talent supply and demand, and a lack of supportive talent policies, Wang emphasized the growing demand for digital talent to push forward the creation of a digital China.

Wang presented three key suggestions:

Firstly, a top-level design is needed to establish a talent cultivation system for digital China. This involves proactive planning for the growth and cultivation of innovative talent, along with the implementation of specific policies to create an international platform for the exchange and cooperation of digital talent, thus enhancing the internationalization of digital talent cultivation.

Secondly, there is a need to integrate all elements of digital talent development with industry and education. The proposal emphasizes the urgent need to address the decoupling of talent development from industry in China. She recommends accelerating the construction of digital talent development programs based on the actual needs of the industry, breaking through the confines of vocational education.

Lastly, there is a need to establish a new multi-dimensional talent training model for all of society. This involves systematically organizing digital training courses covering the entire lifecycle from conception to practice, with a priority on lifelong education for national civil servants. Additionally, the focus should be placed on the entrepreneurs to drive the enhancement of digital awareness across society.
