IX. Expand the coverage of tax and fee cuts

a. Enterprises in healthcare, logistics, courier and sanitation sectors that supply goods and services for epidemic prevention and control will be exempt from the vehicle and vessel tax in 2020.

b. Tourism enterprises will be exempt from maintenance fees for river and sea embankment in 2020.

c. Urban infrastructure supporting fees for non-commercial construction projects (residential buildings excluded) launched by medical institutions will be waived in 2020.

X. Reduce enterprise contributions to medical insurance schemes 

a. From February 2020, employers' contributions to provincial basic medical insurance premiums will be halved.

b. Authorities at municipal or county levels, while ensuring a medium and long-term balance between revenues and expenditures in medical insurance funds, may lower the share borne by enterprises for basic medical insurance schemes in accordance with relevant documents and local realities.

The reduction period will last up to five months, during which employees' medical insurance benefits will not be affected.

XI. Lower or waive social insurance premiums for enterprises

a. Strictly implement relevant requirements to lower or waive employers' contributions to the old-age pension, unemployment and workplace safety insurance schemes from February 2020.

b. Self-employed traders participating in social insurance schemes as employers can enjoy the same reduction or exemption measures that apply to medium, small and micro businesses.

c. Enterprises with serious difficulties in production and operation due to the epidemic may apply for deferred payment of social insurance premiums for up to six months, with no overdue fines imposed.

XII. Extend residence permits

a. Residence permits that will expire during the epidemic control period will be automatically extended until 30 days after the end of the period.

b. Those with their residence permits revoked during the epidemic control period will be allowed to preserve continuous residence if they return to places of residence within 30 days after the end of the period.
