Message to foreign nationals

Since the beginning of the COVID-19 outbreak, Fujian province has put the health and safety of the people first and adopted effective measures to curb the spread of the epidemic.

The fight against the epidemic is showing positive signs in Fujian, with no new confirmed or suspected cases reported for many days, and zero cases of foreign nationals being infected with the virus.

In response to COVID-19 developments, Fujian lowered the public health emergency response level from Level 1 to Level 2 in medium-risk districts and counties, and to Level 3 in low-risk districts and counties on 24:00 Feb 26. Such hard-won progress would not have been possible without the support of the people, including foreign nationals.

However, viruses know no borders. As the number of confirmed cases soars in some countries, the World Health Organization has upgraded the risk of COVID-19 to “very high”. Fighting the epidemic has become a top priority and a shared responsibility for the international community.

To control the epidemic and ensure a safe and healthy environment for you and your family, we would like to kindly inform you that:

I. Passengers arriving from overseas by air should:

• fill out a health declaration form and register their contact information, including their residential address in Fujian;

• cooperate with customs and immigration authorities in temperature screening and identity checks.

Passengers arriving by rail, sea, or road from hard-hit countries, or with a history of travel or residence in said countries within the last 14 days, or who have had contact with confirmed or suspected cases, should:

• inform quarantine inspection authorities;

• cooperate with temperature screenings and identity checks.

II. People with a temperature of over 37.3 C or with a dry cough or fatigue will be assisted and transported by the Chinese Center for Disease Control and Pevention to a designated fever clinic. Those with normal temperatures and no symptoms arriving from hard-hit countries or with a history of travel or residence in said countries within the last 14 days, or who have had contact with confirmed or suspected cases, will be placed under medical observation at designated sites or at home for 14 days. Relevant government departments will provide assistance in meeting their daily needs during this period.

III. If you are a recent traveler from a hard-hit country, you should:

• inform your community immediately and report your travel and contact history;

• place yourself under medical quarantine at home for 14 days in cooperation with the local community;

• monitor your health closely. If you have fever, cough, headache, fatigue, or difficulty breathing, please avoid contacting others and seek medical attention promptly at a designated fever clinic.
