At the Second Session of the 12th Fujian Provincial People's Congress that opened, on Jan 12, in Fuzhou city, Xiamen China Democratic League (CDL) members proposed building a more human Gulangyu Island, China Daily's Fujian bureau has reported, with the Xiamen CDL vice-chairman, Zhu Jianghuai, saying that Gulangyu should be developed as a more humane community with standard community functions before it is turned into a tourist site.

Zhu, who is also a member of the Xiamen People's Congress, went on to say that the charm of Gulangyu is in its humanity and its having been the epitome of urban development for more than 100 years, and its unique culture and daily life. The Xiamen CDL suggested providing support for its facilities for education, medical care, and daily life improvements for people living there.

Zhu also suggested that there be a limit to the number of tourists, noting, "We shouldn't take too much from the island."
